what to do with the .dll file ?

Go to-

MetaTrader>experts>libraries

and copy and paste the dll file to the libraries folder.

A .dat file is simply a data file that could have been created by any one of a great number of programs.

As such it is specific to the program that created it and should already be where the program wants it to be.

Some .dat files contain malware so you should be wary of trying to open them just out of curiosity.
